അമേരിക്കന് ചിന്തകന് ഫ്രാന്സീസ് ഫുക്കുയാമ പടിഞ്ഞാറന് രാഷ്ട്രീയ വ്യവസ്ഥയെ വിശേഷിപ്പിക്കാനുപയോഗിച്ച വാക്കുകള് the final form of government എന്നാണ്. പടിഞ്ഞാറന് നാടുകളില് നിലനില്ക്കുന്ന സാമ്പത്തിക അവസ്ഥയെ Western economic liberalism എന്നാണു വിശേഷിപ്പിക്കപ്പെടാറുള്ളത്. പലരും ഇപ്പോള് പറയുന്നു, ഈ വ്യവസ്ഥിതി final financial order ആണെന്ന്.
Niall Ferguson എന്ന ചരിത്രകാരന്റെ വാക്കുകള് ഇതാണ്. "The financial crisis... has to raise a profound question about the viability of that Washington model, or perhaps more accurately that Wall Street model,"
"The question really is whether an alternative model will take the place of the Western financial model. And of course the prime contender is the model of the People's Republic of China."
പാശ്ചാത്യ മുതലാളിത്ത വ്യവസ്ഥിതിയില് സാമ്പത്തിക മാന്ദ്യം ചില ഇടവേളകളില് ഉണ്ടാകാറുണ്ട്. തീവ്ര മുതലാളിത്ത പിന്തുണക്കാര് ഈ പ്രതിഭാസത്തെ സ്വയം തിരുത്തല് ആയി വ്യാഖ്യാനിക്കാറുമുണ്ട്. പക്ഷെ ആ തിരുത്തലുകളില് വഴിയാധാരമാകുന്നത് അസംഘ്യം ആളുകളുടെ ജീവിതവും.
ഇത്തവണത്തെ സാമ്പത്തിക മാന്ദ്യത്തിന്റെ കാരണങ്ങള് പല വേദികളിലും പലരും ചര്ച്ച ചെയ്തിട്ടുണ്ട്. ലോകമുതലാളിത്ത വ്യവസ്ഥിതിയുടെ കേന്ദ്രമായ അമേരിക്കയിലെ പൊതു കടം 12 ട്രില്യണ് ഡോളറിനടുത്താണെന്ന് പുതിയ കണക്കുകള് പറയുന്നു.
കഴിഞ്ഞ വര്ഷം ഈ സമയത്ത് Lehman Brothers എന്ന അമേരിക്കന് ബാങ്ക് തകര്ന്ന വാര്ത്തയാണു ലോകം കേട്ടത്. കൂടെ Merrill Lynch എന്ന ബാങ്കിനെയും AIG എന്ന ഇന്ഷുറന്സ് സ്ഥാപനത്തെയും അമേരിക്കന് സര്ക്കാര് ബില്ല്യണ് കണക്കിനു ഡോളര് കൊടുത്ത് താങ്ങി നിറുത്തി എന്ന വാര്ത്തയും.
ഇന്നത്തെ സാമ്പത്തിക മന്ദ്യം ആരംഭിക്കുന്നതിനു വളരെ മുമ്പ്,2005 ല് Goldman Sachs അവരുടെ പ്രസിദ്ധമായ Bric റിപ്പോര്ട്ടില് ലോക സാമ്പത്തിക ശക്തികളില് ചൈനക്കുള്ള വലിയ സ്ഥാനം പ്രവചിച്ചിരുന്നു. 2041 ഓടു കൂടി ചൈന ലോകത്തിലെ ഏറ്റവും വലിയ സാമ്പത്തിക ശക്തിയാകുമെന്ന് ഇപ്പോള് ഏതാണ്ട് തീര്ച്ചയായി കഴിഞ്ഞു. SEZ കള് 80 % അടച്ചുപൂട്ടുകയും വിദേശ നിക്ഷേപത്തിന്റെ ഒഴുക്ക് നിലച്ചു കഴിഞ്ഞിട്ടും 9% വളര്ച്ച ഈ വര്ഷമുണ്ടാകുമെന്നാണു ചൈന അവകാശപ്പെടുന്നത്. അത് തെറ്റാകാന് സാധ്യത കാണുന്നില്ല
ഇന്ന് ലോകത്തിലെ ഏറ്റവും വലിയ നാലു ബാങ്കുകള് ചൈനയുടേതാണ്. അമേരിക്കന് ട്രഷറിയില് ഏറ്റവും കൂടുതല് നിക്ഷേപമുള്ളത് ചൈനക്കാണ്.
അമേരിക്കയിലെ തകര്ന്നു പോയ ധനകാര്യ സ്ഥാപനങ്ങളെ രക്ഷിക്കാന് അവിടത്തെ സര്ക്കാര് 700 ബില്ല്യണ് ഡോളറാണു ചെലവഴിച്ചത്. ഇംഗ്ളണ്ടില് 370 ബില്ല്യണ് പൌണ്ടും. ഇന്ഡ്യയും പിന്നിലല്ല. ഐ സി ഐ സി ബാങ്കിനെ തകര്ച്ചയില് നിന്നും രക്ഷിക്കാന് സര്ക്കാര് കൊടുത്തത് 1000 കോടി രൂപയാണ്.

Financial workers at Wall Street's top banks are to receive pay deals worth more than $70bn (£40bn), a substantial proportion of which is expected to be paid in discretionary bonuses.
Staff at six banks including Goldman Sachs and Citigroup are in line to pick up the payouts despite being the beneficiaries of a $700bn bail-out from the US government that has already prompted criticism.
The sums that continue to be spent by Wall Street firms on payroll, payoffs and, most controversially, bonuses appear to bear no relation to the losses incurred by investors in the banks.
In the first nine months of the year Citigroup, which employs thousands of staff in the UK, accrued $25.9bn for salaries and bonuses, an increase on the previous year of 4%. Earlier this week the bank accepted a $25bn investment by the US government as part of its bail-out plan.
At Goldman Sachs the figure was $11.4bn, Morgan Stanley $10.73bn, JP Morgan $6.53bn and Merrill Lynch $11.7bn. At Merrill, which was on the point of going bust last month before being taken over by Bank of America, the total accrued in the last quarter grew 76% to $3.49bn. At Morgan Stanley, the amount put aside for staff compensation also grew in the last quarter to the end of August by 3% to $3.7bn.
Days before it collapsed into bankruptcy protection a month ago Lehman Brothers revealed $6.12bn of staff pay plans in its corporate filings. These payouts, the bank insisted, were justified despite net revenue collapsing from $14.9bn to a net outgoing of $64m.
Much of the anger about investment banking bonuses has focused on boardroom executives such as former Lehman boss Dick Fuld, who was paid $485m in salary, bonuses and options between 2000 and 2007.
Last year Merrill Lynch's chairman Stan O'Neal retired after announcing losses of $8bn, taking a final pay deal worth $161m. Citigroup boss Chuck Prince left last year with a $38m in bonuses, shares and options after multibillion-dollar write-downs. In Britain, Bob Diamond, Barclays president, is one of the few investment bankers whose pay is public. Last year he received a salary of £250,000, but his total pay, including bonuses, reached £36m.

Public must learn to 'tolerate the inequality' of bonuses, says Goldman Sachs vice-chairman
Speaking to an audience at St Paul's Cathedral in London about morality in the marketplace last night, Griffiths said the British public should "tolerate the inequality as a way to achieve greater prosperity for all".
With public anger mounting at the forecast of bumper bonuses for bankers only a year after the industry was rescued by the taxpayer, he said bankers' bonuses should be seen as part of a longer-term investment in Britain's economy. "I believe that we should be thinking about the medium-term common good, not the short-term common good ... We should not, therefore, be ashamed of offering compensation in an internationally competitive market which ensures the bank businesses here and employs British people," he said.
Figures compiled from the annual reports of the UK’s leading banks and finance companies, found that the basic pay and cash bonuses of senior executives totalled an astonishing £729.3million between 2003 and 2007.
That figure does not include the generous share options, pension arrangements and other benefits handed out to the select few.
Executives at the banks bailed out by the taxpayer – RBS, Lloyds TSB and HBOS – received a combined £122million during that period, including more than £64million in cash bonuses alone.
Chief executive Sir Fred Goodwin, 50, of the Royal Bank of Scotland, received £15.5million, Eric Daniels, 57, of LloydsTSB took home £10.2million, while Andy Hornby, 41, of HBOS pocketed £6.9million.

ലോകം മുഴുവനും സാമ്പത്തിക വിദഗ്ദ്ധര് ചര്ച്ച ചെയ്തുകൊണ്ടിരിക്കുന്നത് ഈ കുഴിയില് നിന്നും കരകയറുന്നതെങ്ങിനെ എന്നതിനേക്കുറിച്ചാണ്. പലരും പല പരിഹാരങ്ങളും മുന്നോട്ടു വയ്ക്കുന്നു. അമേരിക്കന് പ്രസിഡണ്ട് ഒബാമ സാമ്പത്തിക നിയന്ത്രണങ്ങള് അനിവാര്യമെന്നു പറയുന്നു. എന്നു വച്ചാല് വിപണി എല്ലാം നിയന്ത്രിക്കുന്ന പഴയ അവസ്ഥ ഇനി ഉണ്ടാവില്ല എന്നാണതു സൂചിപ്പിക്കുന്നത്.
